Requires governing bodies to gather and make available to developers geospatial data about natural gas transmission pipeline locations from the National Pipeline Mapping System.

Mandates impacted developers (those building within 1,000 feet of an existing interstate natural gas transmission pipeline) to file a plat notice with the governing body prior to construction and obtain written consent from the pipeline operator.

Allows building permits to be issued if the developer obtains pipeline operator consent, demonstrates ongoing discussions with the operator, or provides evidence of failed contact attempts over 180 days.

Requires governing bodies to notify pipeline operators of impacted developments no later than receipt of filing or 180 days before construction, whichever is earlier, and operators must locate, mark, and provide facility information to developers.

Does not exempt developers or operators from existing excavation notice requirements under Gopher State One Call; gives governing bodies 60 days from enactment to gather required geospatial data.
