Expands veteran designation eligibility on Minnesota driver's licenses and identification cards to include retired members of the National Guard or reserve components of the U.S. armed forces, and active members of the National Guard or reserve components.

Requires applicants to provide certified discharge papers confirming honorable or general discharge under honorable conditions, or alternatively a military retiree identification card, Veteran Identification Card, or Veteran Health Identification Card.

Allows applicants with 100 percent total and permanent service-connected disability to seek a "Veteran 100% T&P" designation upon providing satisfactory evidence from the U.S. Department of Veterans Affairs.

Requires the commissioner of public safety to implement the veteran designation only after entering a new contract or coordinating production of a new card design with required modifications.

Becomes effective August 1, 2022, and applies to applications submitted on or after that date.
