Appropriates $19,200,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to Martin County to construct, furnish, and equip a new regional public safety and justice center.

Center will provide space for county sheriff and city police operations, colocated public safety dispatch and emergency management, county attorney's office, mental health services, victim and witness services, state courtrooms, court administration offices including a multi-county drug court, and county jail facilities for women offenders and juveniles.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $19,200,000 to fund the appropriation, consistent with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Appropriation is contingent upon the Commissioner of Management and Budget determining that sufficient funds have been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Effective the day following final enactment.
