Allows licensed collection agency employees to work from home locations if they comply with all requirements that apply at the business location, effective June 1, 2022.

Changes collection agency license fees to $500 for initial licenses and $400 for renewals, with collector registration fees at $10 for both initial and renewal, effective June 1, 2022.

Requires the Commissioner of Commerce to develop and maintain a document listing contact information for Minnesota nonprofit organizations providing credit counseling services, completed by July 1, 2023.

Mandates collection agencies include the credit counseling resource document with initial written communications to debtors sent via mail, email, or text message, effective September 1, 2023.

Document must be available in six languages (English, Spanish, Somali, Hmong, Vietnamese, and Chinese) and be no more than one 8.5 by 11-inch page, updated no more than once per year with 120 days notice to collection agencies.
