Modifies the definition of "shortage area" to include the number of unfilled teacher assignments by November 1 of every even-numbered year, effective July 1, 2022.

Adds requirement that shortage areas include economic development regions lacking licensed teachers who reflect the racial or ethnic diversity of students in the region.

Requires the Professional Educator Licensing and Standards Board to report on teacher supply and demand by February 1, 2023, including data on teacher openings and hiring by school district in six specific licensure fields: English as a second language, early childhood, special education, career and technical education, STEAM, and world languages.

Mandates reporting include the number of teachers hired at each license tier level and the number of teacher assignments school districts were unable to fill with licensed teachers.

Updates survey requirements to include aggregate data on teacher race and ethnicity, hiring progress data, and a five-year projection of teacher demand for each district.
