• Defines "health care worker" as any licensed or unlicensed person employed by a public employer to provide health care, health-care-related services, long-term care, or operational support to direct patient care during a peacetime emergency.

• Permits retirees in phased retirement agreements or postretirement option positions to work unlimited hours without restrictions on hours worked, salary earned, or duration of employment during the peacetime emergency.

• Prohibits crediting of additional service time or employee and employer contributions toward annuities during peacetime emergency employment covered by this section.

• Expires on December 31, 2023, at which point standard restrictions on retiree employment and earnings limitations resume.
