Establishes a 24-member legislative task force to review human services background study eligibility and disqualification statutes, specifically Minnesota Statutes sections 245C.14 and 245C.15.

Task force must evaluate statute effectiveness, identify weaknesses and unintended consequences, and develop legislative proposals for improvement or modernization by gathering disqualification data.

Task force membership includes representatives from licensing boards, Department of Human Services, Department of Health, county attorneys, law enforcement, service providers, court system, legal aid organizations, tribal organizations, and individuals with personal experience with disqualifications or set-asides.

Task force must submit an interim report by March 11, 2022, and a final report with findings and draft legislation by December 16, 2022, to relevant legislative committees; expires December 20, 2022.

Appropriates unspecified amounts in fiscal year 2022 to the Legislative Coordinating Commission for task force operations and to the Department of Human Services for furnishing background study data to the task force.
