Appropriates $6,000,000 from bond proceeds to the Commissioner of Education for a grant to Special Education Cooperative No. 6096-52, Northern Lights Academy, to predesign, design, construct, furnish, and equip an education learning center in northeastern Minnesota.

The Northern Lights Academy learning center will serve autistic students, emotionally or behaviorally disturbed students, and other students with specific educational needs.

Appropriates $9,000,000 from bond proceeds to the Commissioner of Education for a grant to Northland Learning Center Independent School District No. 6076 to predesign, design, construct or remodel, furnish, and equip a Level IV special education setting.

The Northland Learning Center Level IV setting will serve students with autism, cognitive disabilities, emotional and behavior disorders, and other students with specific educational needs.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $15,000,000 total to fund both appropriations, effective the day following final enactment.
