Repeals Minnesota Statutes 2020, section 471.9998, which prohibited political subdivisions from imposing bans on plastic, paper, or reusable bags.

Allows local governments to enact ordinances governing the use of merchant bags and similar items for packaging purchases.

Removes the statewide requirement that merchants, itinerant vendors, and peddlers have the option to provide customers with paper, plastic, or reusable bags.

Becomes effective the day following final enactment.
