Extends the deadline for the Prairie Island Indian Community to submit certified project costs from January 1, 2022 to January 1, 2023, effective retroactively from December 31, 2021.

Appropriates $16,000,000 in fiscal year 2021, $15,200,000 in fiscal year 2022, and $15,000,000 in fiscal year 2023 from the renewable development account to the commissioner of commerce for a grant to the Prairie Island Indian Community for the Prairie Island Net Zero renewable energy project.

Establishes that the commissioner of commerce must reserve up to 20 percent of the certified total cost or the difference between the certified total cost and $46,200,000, whichever is less, to cover cost overruns on the project.

Requires the commissioner to withhold and transfer back to the renewable development account any amounts from the fiscal year 2023 appropriation if the certified total cost is less than $46,200,000.

Makes all appropriations available until June 30, 2031, with the commissioner of commerce managing grant disbursement to the Prairie Island Indian Community.
