Defines "distilled spirits manufacturer" as a distillery producing distilled spirits exceeding the microdistillery proof gallon limit in a calendar year, and expands microdistillery and distilled spirits manufacturer licenses to allow cocktail room and off-sale operations.

Increases barrel production limits for brewer licenses from 20,000 to 150,000 barrels annually and creates new off-sale packaging provisions for brewers producing 7,500 barrels or less.

Authorizes municipalities to issue on-sale licenses for resorts, creates temporary seven-day licenses for county agricultural societies at county fairs, and allows extended hours for World Cup soccer broadcasts until September 1, 2023.

Modifies exclusive liquor store product restrictions to allow sales of citrus fruit and glassware in addition to existing permitted items.

Appropriates $250,000 in fiscal year 2023 to hire two additional full-time employees in the Division of Alcohol and Gambling Enforcement, and establishes special local liquor laws for specific Minnesota cities including Willmar, Sauk Rapids, St. Paul, St. Cloud, Anoka, Rochester, and Alexandria.
