Authorizes counties to use online auction processes for accepting bids on real estate and personal property sales, following publication in official newspapers, county websites, and relevant newspapers of general circulation.

Requires counties to advertise land sales for three consecutive weeks in the official county newspaper and on the county website, with notices stating time, place, manner of considering proposals, legal descriptions of real estate, and brief descriptions of personal property.

Exempts leases and proposals not exceeding $15,000 for any one year from competitive bid procedures, allowing such transactions to be negotiated directly.

Allows counties to employ brokers to sell unsold property for not less than 90 percent of appraised market value, with broker fees capped at ten percent of the sale price and paid from sale proceeds.

Maintains existing exemptions for county highway right-of-way exchanges, property exchanges for other purposes, and sales of nonconforming parcels that cannot be improved under local ordinances.
