SF3065 - Consumer Choice of Fuel Act

• Prohibits state agencies from adopting rules that restrict consumer choice in purchasing motorized equipment based on fuel source or mandate retailer inventory requirements based on fuel source.

• Applies restrictions to tools, recreational vehicles, passenger automobiles, farm equipment, and medium and heavy duty trucks.

• Requires any proposed rule incorporating another state's statute or rule by reference to be submitted to relevant legislative standing committees at least 90 days before publication and approved by law before adoption.

• Amends pollution control standards to explicitly exclude motor vehicle emission standards from state regulation, requiring comparative analysis to federal Clean Air Act standards and neighboring state standards in rulemaking proceedings.

• Repeals Minnesota Rules parts 7023.0150, 7023.0200, 7023.0250, and 7023.0300, which had established low-emission vehicle and zero-emission vehicle standards based on California regulations.
