Appropriates $75,000,000 in fiscal year 2023 from the general fund to the commissioner of human services for grants to eligible applicants for emergency shelter facilities.

Eligible applicants include statutory or home rule charter cities, counties, Tribal governments, 501(c)(3) not-for-profit corporations, and housing and redevelopment authorities.

Grants may fund acquisition of property, site preparation, design, construction, renovation, furnishing, and equipping of emergency shelter facilities that provide safe and accessible shelter for individuals and families experiencing homelessness.

Prioritizes projects that add new shelter facilities, expand existing facilities, add beds through renovation or new construction, or improve safety, sanitation, accessibility, and habitability of existing facilities.

Grants may cover 100 percent of total project capital expenditures up to $10,000,000 per project, and all funded projects must meet applicable state and local building codes at completion.
