Commissioner of human services must establish a competitive grant program for nonprofits to establish or expand services formalizing informal living arrangements for homeless youth ages 18-24 with family friends, relatives, or neighbors.

Commissioner must contract with a technical assistance provider to develop grant criteria, select grantees, provide technical assistance, select an evaluator, and submit annual reports on program efficacy and cost-effectiveness.

All grantees must partner with at least one youth-family member pair, mediate living arrangement agreements, provide monthly stipends to offset costs, and connect participants to community resources.

Technical assistance provider must have in-depth experience with youth homelessness research, offer education on informal living arrangements, have previous technical assistance experience, and be located in Hennepin County.

$8,000,000 is appropriated from the general fund in fiscal year 2023 for grants to at least five nonprofit applicants beginning no later than December 31, 2022, with funds available until June 30, 2027.
