Changes reporting requirement for Anoka-Metro Regional Treatment Center, Minnesota Security Hospital, and Community Behavioral Health Hospitals from quarterly to annual public reports to legislative committees on bed capacity, occupancy rates, OSHA injuries, and staffing levels.

Adds provisions allowing committed persons with mental illness transferred from secure treatment facilities to voluntarily return for up to 60 days with facility head consent, with automatic revocation if not returned within that period and a 15-day appeal process.

Modifies budget forecast requirements to include census data and fiscal projections for state-operated services and the Minnesota sex offender program with February budget forecasts only (previously November and February).

Repeals Minnesota Statutes sections 246.0136 on establishing enterprise activities in state-operated services, 252.025 subdivision 7 on Minnesota extended treatment options for developmental disabilities, and 252.035 on regional treatment center catchment area designations.
