Modifies nursing facility payment rate definitions by separating "dietary labor costs," "housekeeping labor costs," "laundry labor costs," and "maintenance and plant operations labor costs" into distinct cost categories effective January 1, 2024 or upon federal approval.

Establishes "known cost change factor" based on forecasted CPI-U index changes from July 1 of the reporting period to July 1 of the rate year to adjust facility payment calculations.

Updates calculation methods for direct care costs, other care-related costs, and other operating costs to incorporate the known cost change factor effective January 1, 2024 or upon federal approval.

Appropriates unspecified amounts from the general fund in fiscal years 2022 and 2023 for quarterly payments to nursing facilities per bed, contingent on facilities attesting funds will increase employee compensation-related costs and posting distribution plans.

Repeals Minnesota Statutes 2021 Supplement section 256S.2101 and updates elderly waiver and disability waiver rate setting methodologies effective January 1, 2023 or upon federal approval.
