Directs the Minnesota Commissioner of Health to modify the J-1 visa waiver program recommendation process for foreign medical graduates.

Allows applicants to submit evidence that a foreign medical graduate is licensed to practice medicine in Minnesota as an alternative to evidence of passing steps 1, 2, and 3 of the United States Medical Licensing Examination.

Defines the J-1 visa waiver program as a federal program administered by the U.S. Department of State that allows waiver of the two-year home country return requirement for foreign medical graduates with J-1 visas.
