Increases application and licensure fees for dentists, dental therapists, dental hygienists, and dental assistants; adds $50 guest license application fee and $340 dental therapist licensure by credentials fee.

Establishes civil penalties for practicing without a current license ($250-$1,000 depending on duration) and for delegating procedures to individuals with terminated licenses ($100-$500 depending on duration).
