Modifies medical licensure requirements for reciprocity applicants to allow those who failed initial licensing exams within a fourth attempt (instead of three) to obtain licensure if currently licensed in another state and board certified in a specialty.

Adds Comprehensive Osteopathic Medical Licensing Examination (COMLEX-USA) as an acceptable alternative to USMLE for medical licensing applicants, with same attempt limits and specialty board certification requirements.

Allows board certification by American Osteopathic Association (not just its specific bureau) and adds COMVEX as acceptable re-examination option for physicians whose initial exams were taken more than ten years prior.

Permits final medical license interviews to be conducted by teleconference upon applicant request.

Repeals professional corporation rules (Minnesota Rules parts 5610.0100, 5610.0200, 5610.0300) requiring sworn statements, license suspension notifications, and written notice requirements for medical professional corporations.

Modifies acupuncture licensure to require "evidence satisfactory to the board" of NCCAOM certification instead of "notarized copy."
