Establishes a stadium refinance fund in the state treasury managed by the commissioner of management and budget.

Requires annual transfers of excess general reserve account balances (above $44,000,000 or actual stadium-related expenses, whichever is greater) to the stadium refinance fund by October 1 each year.

Directs the commissioner to use stadium refinance fund money to redeem or defease outstanding stadium appropriation bonds under Minnesota Statutes section 16A.965 once bonds become callable.

Requires the commissioner to report annually to the legislature by October 15 on fund usage, projected transfers, and expected timeline for using money to redeem or defease stadium bonds.

Repeals Minnesota Statutes section 16A.727 conditionally, 60 days after the commissioner certifies that the stadium appropriation bonds have been redeemed or defeased.
