Amends Minnesota Statutes 2020, section 10A.273, subdivision 1, to add restrictions on certain contributions related to special access at events.

Prohibits candidates for legislature or constitutional office, and their campaign committees and party units, from soliciting or accepting contributions from registered lobbyists, political committees, political funds, or unregistered associations at any time of year if the contribution grants special access to meeting rooms, hospitality areas, or event spaces where public officials gather.

Defines "special access" as privileges to enter and use a space not freely available to the public or subject to discretionary approval by the candidate, campaign committee, political committee, or party unit.

Requires that the primary purpose of granting special access must be to facilitate informal meetings or socialization with public officials during regular or special sessions of the legislature for the contribution ban to apply.

Prohibits registered lobbyists, political committees, political funds, and unregistered associations from offering or making contributions that violate these restrictions.
