Amends Minnesota Statutes section 13D.02, subdivision 1, to modify conditions for conducting local government meetings using interactive technology.

Removes requirement that each location where a body member is present must be open and accessible to the public.

Allows members to participate from non-public locations up to three times per calendar year if serving in the military (required drill, deployed, or on active duty) or advised by a health care professional against public attendance for medical reasons during a declared state of emergency.

Medical exemption expires 60 days after removal of the state of emergency declaration.

Maintains other existing requirements including roll call votes, at least one member physically present at regular meeting location, and public ability to hear and see all discussion and votes.
