Amends Minnesota Statutes 2020, section 626A.35 to create an exception allowing use of mobile tracking devices on stolen motor vehicles without a warrant in two circumstances: with owner consent or when the owner reports the vehicle stolen and it is occupied during device installation.

Requires law enforcement to remove, disable, or obtain a search warrant for the tracking device within 24 hours of attachment to a vehicle under the warrant-exempt authority.

Mandates removal of the tracking device once the stolen vehicle is recovered and returned to its owner.

Renders any tracking device evidence collected after the vehicle is returned to the owner inadmissible in court proceedings.

Takes effect the day following final enactment.
