Commissioner of health must study the creation of a statewide registry for POLST forms (provider orders for life-sustaining treatment) to ensure patient medical treatment preferences are followed by all health care providers.

Registry must allow submission and timely access of completed POLST forms by health care providers and emergency medical service personnel for provision of care or services.

Commissioner shall develop recommendations on electronic capture/storage/security, procedures to protect accuracy and confidentiality, access limits, registry location, ongoing funding models, and other actions needed to protect patient rights and ensure health care decisions are followed.

Commissioner must establish an advisory committee with representatives from physicians, physician assistants, advanced practice registered nurses, nursing homes, emergency medical system providers, hospice and palliative care providers, disability community, attorneys, medical ethicists, and religious community.

Commissioner must submit study results and recommendations to legislative committees with jurisdiction over health and human services policy and finance by February 1, 2023.
