Clarifies that used manufactured homes manufactured after June 14, 1976, must bear a label or data plate as required by the secretary.

Allows licensed residential building contractors to receive installation seals for use in installing used manufactured homes after completing a three-hour training course approved by the United States Department of Housing and Urban Development or the commissioner.

Requires the qualifying person for a residential building contractor to submit their course completion certificate to the commissioner before issuing an installation seal.

Maintains existing requirements for Notice of Compliance Forms signed by buyers and sellers documenting compliance with safety standards including smoke alarms, egress windows, and structural specifications.

Effective the day following final enactment.
