Repeals the voter-approval exception that allowed cities, counties, and towns to control rents on private residential property if approved in a general election.

Establishes an absolute prohibition on rent control for statutory or home rule charter cities, counties, or towns on private residential property.

Preserves local government authority to manage property owned by housing authorities, contract with property owners, comply with federal and state law, and mediate rent negotiations.

Maintains the ability to classify low-income rental property as class 4d for property tax purposes.

Effective retroactively from November 1, 2021.
