Appropriates $1,200,000 from the general fund in fiscal year 2023 to the Office of Higher Education for transfer to Hennepin County Medical Center to support an addiction medicine fellowship program.

Funds support three physicians per year enrolled in the fellowship program for five years, training a total of 15 physicians through this one-time appropriation.

Training curriculum includes diagnostic interviewing, motivational interviewing, addiction counseling, withdrawal syndrome recognition, pharmacotherapies, epidemiology, special populations treatment, secondary interventions, screening instruments, inpatient care, and multidisciplinary team work.

Requires fellows to be prepared to practice addiction medicine in rural and underserved areas of Minnesota.
