Adds new definitions for "publish" (dissemination in print and e-edition), "general circulation" (more than nominal percentage of print circulation in geographic area), and "e-edition" (digital facsimile substantially matching print edition format and content).

Reduces minimum printed space requirement from 1,000 to 800 square inches for newspapers serving political subdivisions with population under 1,300 that do not receive public subsidy.

Changes publication frequency language from "be circulated" to incorporate "general circulation" requirement and specifies newspapers must use both their website and Minnesota Newspaper Association's statewide public notice website at no additional cost.

Amends newspaper office location requirements to allow locations in adjoining counties and clarifies that changes within same or adjoining county do not deprive newspapers of qualified status.

Increases threshold for publishing individual city disbursements from $300 to $500 in Minnesota Statutes section 471.698, and repeals the definition of "municipality" from section 331A.01, subdivision 4.
