Extends operation of the Minnesota premium security plan through benefit years 2023-2027 with fixed payment parameters: $50,000 attachment point, 80% coinsurance rate, and $250,000 reinsurance cap.

Requires health plans to cover comprehensive postnatal visits within three weeks of delivery, any recommended visits between three and 11 weeks postpartum, and another comprehensive visit at 12 weeks, effective January 1, 2023.

Mandates that health plan companies offer at least one silver and one gold plan in each geographic area with flat-dollar co-payments for all prescription drug tiers, with maximum co-payment capped at 1/12 of the plan's out-of-pocket maximum, effective January 1, 2024.

Transfers $300,092,000 in fiscal year 2023 and $229,465,000 in fiscal year 2025 from the general fund to the premium security plan account.

Appropriates $53,404,000 in fiscal year 2023 to the MinnesotaCare program from the health care access fund, with a base of $113,503,000 in fiscal year 2024 and continuing through fiscal year 2026.
