Establishes a new crime of organized retail theft with enhanced penalties of up to 15 years imprisonment or $35,000 fine if property stolen exceeds $5,000, with lower penalties for lesser amounts and prior convictions.

Authorizes law enforcement and prosecuting authorities to obtain limited financial account information (account holder name, address, telephone numbers) from financial institutions with a written certification for identity theft investigations.

Extends search warrant validity period for financial institutions from 10 days to 30 days, with district court judges able to grant extensions of up to 30 days each upon application.

Amends burglary in the third and fourth degree statutes to apply enhanced penalties when a person enters a public building with intent to steal within one year after being told to leave and has a prior conviction for theft-related offenses.

All sections effective August 1, 2022.
