Authorizes third-party testing programs to conduct commercial driver's license road tests under commissioner approval, with applicants required to submit business information, test routes, tester names, fees, and surety bonds.

Establishes requirements for third-party testers including valid certificates valid for 4 years, compliance with federal regulations (49 CFR parts 380 and 383), background checks at tester's expense, and prohibition from conducting fourth or subsequent road tests.

Prohibits third-party testers from testing individuals required to be examined by the commissioner and allows commissioners to deny, suspend, or cancel approvals for non-compliance, misstatement, integrity violations, or withdrawal of driving privileges.

Appropriates $429,000 for fiscal year 2023 and $390,000 each for fiscal years 2024 and 2025 from the driver services operating account to implement and administer the program.

Requires commissioner to adopt rules by June 1, 2024 regarding approval criteria, training requirements, scoring methods, test routes, documentation, and complaint investigations, with rulemaking authority expiring if rules are not adopted by that date.
