Amends Minnesota Statutes 2020, section 124E.11 to modify charter school admission requirements and enrollment procedures.

Charter schools may limit admission to students within specific age groups, grade levels, those eligible for graduation incentives programs, or residents of specific geographic areas when serving majority underserved populations.

When applications exceed capacity, charter schools must accept pupils by lottery and must develop and publish a lottery policy on their website.

Charter schools must give enrollment preference to siblings of enrolled pupils, foster children of enrolled pupils' parents, and may give preference to children of school staff before accepting others by lot.

Charter schools serving at least 90 percent deaf or hard-of-hearing special education students may give enrollment preference to students with primary disability of deaf or hard-of-hearing, but cannot limit admission based on eligibility for additional special education services.
