Removes reference to South St. Paul from the Housing and Redevelopment Authority statute, making it apply only to the city of Bloomington.

Clarifies that the Bloomington Housing and Redevelopment Authority shall have five commissioners who are residents of the city or area of operation, appointed by the city council and subject to Minnesota Statutes chapter 469.

Changes the authority's governing statute from Minnesota Statutes sections 462.415 to 462.716 to Minnesota Statutes chapter 469.

Authorizes the authority to make rehabilitation loans and grants for properties within its area of operation, whether inside or outside urban renewal areas, as long as rehabilitation aligns with the city's housing assistance plan or urban renewal plan objectives.

Effective date is the day after the city of Bloomington and its chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
