Transfers administration of fetal alcohol spectrum disorders prevention grants from the Department of Human Services to the Department of Health under Minnesota Statutes, section 145.267.

Commissioner of health awards grants to a statewide organization focused on fetal alcohol spectrum disorders prevention, which then makes subgrants to eligible regional collaboratives in rural and urban areas.

Eligible regional collaboratives must be partnerships between local or tribal government and community-based organizations to identify and serve pregnant women using or abusing alcohol or drugs, and provide intensive services to chemically dependent women.

Increases general fund base by $750,000 in fiscal year 2024 and $750,000 in fiscal year 2025 for fetal alcohol spectrum disorders prevention grants.

Subgrant recipients must report annually by January 15 on services provided and measurable outcomes including number of pregnant women served and toxin-free babies born; grant recipient compiles reports and submits summary to commissioner by February 15.
