Commissioner of Human Services must submit annual dental utilization reports from March 15, 2022, through March 15, 2026, to legislative health and human services committees.

Initial report due March 15, 2022, must include percentage of adults and children ages 1-20 receiving at least one dental visit for calendar years 2017, 2018, 2019, and 2020, broken down by fee-for-service and prepaid medical assistance programs, by county, and by age group and service delivery type.

Reports due March 15, 2023, and thereafter must include number of enrolled dentists serving medical assistance and MinnesotaCare patients, categorized by congressional district and patient volume (1-9, 10-100, and over 100 patients), and separately for fee-for-service versus managed care/county-based purchasing plans.

March 15, 2023, report must include dentist metrics for calendar years 2017, 2018, 2019, 2020, and 2021.

Reports must include number of dentists who provided services to new medical assistance or MinnesotaCare patients and describe any corrective action plans required under existing law.
