Defines "full-service provider" as a person appointed by the commissioner as both a deputy registrar and driver's license agent who provides all driver services excluding International Registration Plan and International Fuel Tax Agreement transactions, effective August 1, 2022.

Authorizes full-service providers to furnish certified copies of driver's licenses, instruction permits, Minnesota identification cards, vehicle registrations, titles, and accident records at the same fees charged by the commissioner.

Establishes fee-sharing arrangement where full-service providers transmit 50 cents per certified record to the general fund and retain the remainder, with specific allocations for driver services and vehicle services operating accounts.

Requires full-service providers to impose surcharges on public information requests and allows fee waivers for community-based nonprofit organizations designated by local law enforcement to identify prostitution, drug, and health code violators.

Mandates that the commissioner monitor and audit full-service providers' furnishing of records to ensure compliance with state law and federal privacy protections under 18 U.S.C. § 2721 et seq., effective August 1, 2022.
