Establishes "guest speaker" definition as individuals presenting on recovery topics under direct license holder observation, with tribal programs granted autonomy over guest speaker qualifications.

Requires treatment providers to document treatment services within 7 days and significant client events within 24 hours; specifies treatment plan reviews at least every 28 calendar days by alcohol and drug counselors.

Creates transition follow-up counseling (up to 1 year post-discharge, max 4 sessions monthly) and transition support services (6 months including $500 monthly housing voucher, food support, child care, and transportation) for persons completing intensive treatment programs.
