Increases the financial assistance base allocation percentage from 3.74 percent to 6.25 percent of total state revenues generated from taxes under chapter 297B for replacement transit service municipalities.

Applies only to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

Effective the day following final enactment and applies to financial assistance provided on and after January 1, 2023.

Maintains requirement that the council must grant financial assistance only if the replacement service meets the needs of the recipient at least as efficiently and effectively as the council's service.

Funds must be paid from the metropolitan area transit account under section 16A.88.
