Commissioner of employment and economic development must submit a $70,000,000 application to the U.S. Department of Treasury for Minnesota's capital projects fund allocation under Public Law 117-2 by September 30, 2021, or 90 days after Treasury begins accepting applications.

Awards received must be used for broadband development grants satisfying purposes under Minnesota Statutes section 116J.395, with 50 percent appropriated in fiscal year 2022 and 50 percent in fiscal year 2023.

Commissioner must submit a separate $110,703,000 grant plan application to the Department of Treasury by September 24, 2022, with any awarded amounts appropriated and available until December 31, 2026.

Any federal broadband development funds received under the Infrastructure Investment and Jobs Act (Public Law 117-58) are automatically appropriated to the commissioner for eligible grants.

Commissioner may temporarily modify program standards under Minnesota Statutes section 116J.395 to comply with federal funding requirements.
