Appropriates $800,000 in fiscal year 2022 and $800,000 in fiscal year 2023 from the general fund to the commissioner of human services for a grant to Guns Down Love Up.

Provides $800,000 annually in fiscal years 2024, 2025, and 2026 as permanent base funding for the organization.

Designates funds for a community organization that promotes safety using prevention, intervention, and restorative practices within the African American community.

Allows unencumbered balance from the first year to carry forward to the second year rather than canceling.

Takes effect the day following final enactment.
