Adds consideration factors for child support determinations in out-of-home placement cases, requiring courts to assess whether redirecting child support for placement costs would compromise reunification efforts or post-reunification needs.

Excludes from reimbursement requirements income from children over 18 who are working as part of foster care transition plans and income needed to complete transition requirements.

Prohibits requiring reimbursement during trial home visits when children are temporarily returned to parent, custodian, or guardian homes.
