Commissioner of Natural Resources may give a scoring preference to a software vendor that currently provides vehicle registration software to the state when issuing a request for proposals to replace the DNR registration system for boat, all-terrain vehicle, and snowmobile registrations.

Preference amount must be commensurate with the commissioner's assessment of benefits from using an existing software vendor.

Within 45 days after a vendor is selected, the commissioner must report to legislative committees with jurisdiction over transportation and natural resources policy and finance.

Report must include names of all vendors who submitted proposals, the selected vendor, implementation timeline, any preference given and how it was calculated, and if applicable, explanation for why an existing vehicle registration software vendor was not selected.

Effective the day following final enactment.
