Establishes a new public safety aid program distributing $100 million annually: $70 million to cities and $30 million to counties and Tribal governments, calculated on a per capita basis.

Eligible cities must be statutory or home rule charter cities that directly employ at least one peace officer; aid distribution for counties and Tribal governments is based on population excluding city populations.

Aid recipients must use funds for public safety including personnel and equipment costs, with counties required to consult their county sheriff on spending decisions.

Prohibits recipients from using aid toward employer contributions to public employees police and fire fund (if they received prior police state aid) or costs associated with alleged wrongdoing or misconduct.

Commissioner of Public Safety must certify eligible cities by June 1 annually, with Commissioner of Revenue distributing payments beginning in 2022 using the same schedule as local government aid payments under section 477A.015.
