Expands the definition of "eligible community" to include communities where an electric generating plant's operating license expires within 15 years of the effective date, in addition to plants scheduled to cease operations or proposed for closure in integrated resource plans.

Maintains the maximum grant award limit of $500,000 per eligible community in any calendar year and allows the commissioner to accept applications on an ongoing or rolling basis.

Appropriates $5,000,000 in fiscal year 2023 from the general fund to the Commissioner of Employment and Economic Development for the community energy transition grant program as a onetime appropriation available until expended.

Preserves the requirement that grants funded by revenues from the renewable development account must be awarded to eligible communities located within the retail service territory of the applicable public utility or where that utility owns an electric generating plant.
