$25,000,000 appropriated in fiscal year 2022 to the Minnesota Housing Finance Agency for grants to eligible nonprofit organizations offering new manufactured home financing, down payment assistance, and repair/renovation financing programs serving low-income populations in resident-owned or cooperative-owned manufactured home communities.

$5,000,000 appropriated in fiscal year 2022 and $5,000,000 in fiscal year 2023 for manufactured home park infrastructure grants under Minnesota Statutes section 462A.2035.

$10,000,000 appropriated in fiscal year 2022 for grants to assist manufactured home park residents in organizing and purchasing parks, and for down payment assistance to residents acquiring manufactured home parks.

Grantees must ensure housing remains affordable to households earning at or below 80 percent of state or area median income, and purchased properties must remain designated as manufactured home parks for 30 years.

Commissioner of Minnesota Housing Finance Agency must develop grant application forms, reporting requirements, and consult with manufactured housing cooperatives and resident-owned communities within 90 days of enactment.
