Appropriates $2,000,000 in fiscal year 2023 to the Community Action Partnership of Hennepin County for youth programming in economic development, mediation, conflict resolution, leadership, education, recreation, and self-growth at the Rosa Parks Center for the Development of African-American Youth in Minneapolis.

Appropriates $6,000,000 in fiscal year 2023 to acquire property at 2200 16th Avenue North in Minneapolis and to predesign, design, construct, furnish, and equip the Rosa Parks Center for the Development of African-American Youth.

Authorizes the Community Action Partnership of Hennepin County to contract with other 501(c)(3) nonprofit organizations and the Young People's Task Force of the Unity Community Mediation Team to provide programming.

Requires the Community Action Partnership of Hennepin County to report by February 1, 2024, to the commissioner of employment and economic development and legislative committees on activities, expenditures, and outcomes of programming.

Makes the $6,000,000 appropriation onetime and available until project completion or abandonment, subject to Minnesota Statutes section 16A.642.
