Sets fentanyl weight thresholds equal to heroin across all crime degrees: 10 grams for first-degree sale crimes, 25 grams for first-degree possession crimes, 3 grams for second-degree sale crimes, and 6 grams for second-degree possession crimes.

Establishes gross misdemeanor penalty for first-time possession of less than 0.05 grams of heroin or fentanyl, matching the threshold for other controlled substances at 0.25 grams.

Applies amendments to Minnesota Statutes sections 152.021, 152.022, 152.023, and 152.025 governing controlled substance crimes and penalties.

Effective date of August 1, 2022, applying to crimes committed on or after that date.
