S.F. No. 3785 - 911 Emergency Communications Services

• Modifies definitions and establishes new terminology related to 911 systems, including Emergency Communications Network Service Providers (ECNSPs), Next Generation 911 (NG911), and Emergency Services Internet (ESInet).

• Requires the Commissioner of Public Safety to establish and maintain a statewide interoperable ESInet backbone 911 network and contract with ECNSPs for network delivery, with contractual provisions for data utilization and dispute resolution.

• Shifts primary responsibility for operating the statewide 911 system from counties to the Commissioner, while counties remain responsible for maintaining master street address guides and GIS data necessary for 911 call routing and location validation.

• Updates multiline telephone system (MLTS) requirements to mandate direct 911 dialing without access codes and notification to central locations of 911 calls for systems installed after February 16, 2020.

• Expands originating service provider (OSP) requirements to provide caller location data at time of each 911 call unless beyond provider's control, and requires OSP connection plans to comply with state 911 network standards and design requirements.
