• Permits secondary public schools, tribal schools, vocational centers, and nonpublic schools to partner with postsecondary institutions and employers to develop two-year programs combining secondary and postsecondary credits with employment-based training leading to associate degrees in skilled occupations.

• Allows school districts to count participating students in average daily membership for state aid purposes and grant academic credit according to local requirements.

• Appropriates $500,000 in fiscal year 2023 and establishes a base appropriation of $500,000 for fiscal years 2024 and later, with up to 5 percent allowable for grant program administration.
